11v11 Compared to Futsal Rules
11v11 FOOTBALL     FUTSAL
Size 5 ball     Small ball with reduced bounce. Size 4.
(Juniors may use Size 3)
11 players     5 players
Substitutions cannot be reversed     Unlimited "flying" substitutions
Throw-in     Kick-in
Main referee & 2 assistant referees (linesmen)     Main referee and assistant referee with nearly identical responsibility, plus timekeeper were possible.
Running clock operated by main referee     Stopped clock operated by timekeeper
45-minute halves     20-minute halves
No time outs    1 time-out per team per half

Goal kick     Goal clearance (goalkeeper throw's the ball out)
Shoulder charging and slide tackles allowed    No shoulder charges or sliding tackles
Referees discretion on time wasting at restarts    4-second rule on restarts
Offside rule     None
Goalkeeper's 6 second rule     Goal keeper 4 second rule at all times when in own half.
Goal keeper can handle ball headed/chested back to him.    Goal keeper cannot handle any ball deliberately played back to him
Unlimited fouling     5-foul limit and then penalty from a second penalty spot 2 meters behind main penalty spot.
Ball can be played back to the keeper.    After every back pass to the GK the ball must cross the halfway-line or be touched by an opponent before the ball can again be passed back to the GK.
No substitution for player sent off     Player sent off can be substituted after 2 minutes has elapsed or opponent has scored.
Corner kick placed in arc     Corner kick placed on corner
Players retreat 10 yards at free kicks     Opposition players retreat 5 metres at kick-ins & free kicks
